i dont agree, i think students brilliance comes from the student and the teacher just helps to release it. the teachers currently do that job well enough, you cant change a student from a D grade student to an A* grade just by giving them a better teacher, it has to be something from the student. (yes someone witha rly shit teacher would improve by getting better teacher, but the most of the improvement comes from student.)

Better teachers, Good educational system. We need them both. Stricter school rules, cut down expenditures on 'better life at school' and improve the teaching facilities(such as more hours of school) It's about time education system around the world (except India, China, and Vatican City) should be reformed.
I believe that you will have a strong nation when you have best teachers who will make sure we end up with the excelent students. Today it is commonly thought that someone who cant get any where he-she should be a teacher. How can you get excelent breed of students with average or unfortunately below average teachers. Significance of good pay is a plus point that can motivate good teachers to this Nobel Profession.
