Just use a VCC. They accept those. Contact your bank on how to go about making one of those.

VCC's are never a good thing for your PayPal account and only end up causing problems. If you can, give a local bank a visit and apply for a checking account and debit card so that you can have the necessary requirements out of the way which are legitimate.

Yes, they are a great bank. I have one online savings account with them and it is added to one of my PayPal accounts. They also offer checking accounts with debit cards which is what would be best for you.

To your VCC question, don't do it. As I stated, it will only cause problems in the future. If you want to protect your money, do not use a VCC. You can search around on the forum and I'm sure that you'll see reasons why, with one being that if a problem should arise, you couldn't prove ownership of the "card".

It only takes around three business days after you add the account so they can send two small deposits to your bank account in which you would confirm on PayPal's side. After you add a credit or debit card, it would essentially be the same thing but in reverse and you getting temporarily charged $1.95.
