So... I get home last night and I see all my neighbors gathered around the cable box outside. Everyone's cable was disconnected. We opened the box and everyones wires were unscrewed. The neighbor that was conducting this little gathering is the one that I think is responsible for all this. I think he doesnt pay for his cable and wants to get a slot reserved for him without kicking anyone else offline. (Hence the gathering) It's funny because he mentioned someone cutting his cable.
My Father is the Chief of a small police department here in NH. In his town theft of cable TV/Internet service is an extremely common problem. Since stealing cable is a crime, perhaps your local PD should be contacted too. It used to happen in my neighborhood until MediaOne (now Comcast) buried the lines. Cripes, in my Father's town the cable company has actually paid the PD to "stake out" the cable drops on the poles in certain neighborhoods. The cable company is pretty aggressive about it.
Well the guy who I think has been stealing this whole time acted like a victim in front of us (myself and neighbors) and started messing with the box trying to get everyones cable working. He started putting different cables into splitters and trying to make it so all of us left satisfied. I watched him very closely and am pretty sure by the way he acted that it was him the whole time. He was even the apartment number who I thought it was all along. Before, when the cable company came and made my cable work I watched them stick my wires in so I memorized where they should be plugged in. Yestarday night when he started moving wires around I told him that I didnt care what he did as long as my cables were not moved out of those spots. We almost got into a big argument about this, but at the end he understood I was serious about this. Anyways, he ended up getting the cable to work for everyone and we all put a lock on the box. I am still going to call the cable company later today and find out if he pays for cable.
Im sorry to hear of this problem that your having with a neighbour, thats more than cheeky, here in the UK ive not heard of that happening myself but im sure it goes on more than imagined of course, im guessing that in this country it would be seen as quite a serious offence as of the fact that its not just theft but criminal damage to the cable companies gear. Some people have such a cheek, im pleased that your onto the guy though, he deserves pay back in one way or another.
