Off-page optimization -> Promote your site like article posting, forums, social media, comment posting.

5 analyze your site
6 repeat step 1 and 4

silly answer...whats the use of link building if one doesn't target the keywords in a well maneer on his website..

First step for any SEO campaign should be keyword research, then target those keywords on relevat pages. Then start doing off page activities to let google know what pages are targeting what keywords.

 

I don't think so. at first optimize you on-page, then go for link building. it will give you the better result.
