    I think so, even though I have read many times that a LOT of .eu domains were bought from US companies or something. I suggest you make a thread elsewhere on these forums asking, as others will have more knowledge on the subject. (I am from the eu (uk), so not sure...). If you can't transfer them to people in USA, I suppose as long as the site is all legal etc I could always just change ythe name servers for you, under my name. However we would need to discuss this over pm or something.
