    1. How often does Google Update PR?
1a. Is it the same for all websites or not?
1b. If not, what matters? What are the factors influencing on that?

Google is constantly busy updating the PR of sites. However this isn't viewable in the toolbar. They normally update the "toolbar PR" around every 6 or so months, but there isn't really a definite time period.

Toolbar PR is updated for all sites at the same time. Real PR is constantly updated.

If they update once per quarter, why haven't they updated so far?
Last update was by the end of February.

Every 3 months, but the "top" sites are given priority first.
    i.e. A pr9 page is updated first then a pr1.

It's about has been once per quarter on average, but it's not on a set time schedule. The way it usually works is there is usually a PR update every 3rd or 4th backlink update. The last PR update was in Feburary and the last BL update was April 4th. We are a little overdue for both, but only based on averages, not based on anything set in stone.

infonote - You really should edit your post. You should indicate that you are either guessing or where you heard that, it's not even close to true. Posting something that's wrong and off the wall like that can get you negative rep.

Isn't there some sort of DP Google FAQ that covers questions like this that can be pointed to when they're asked?

The last TBPR update was Sept. 2005, any update that may have occurred since was incomplete and/or a joke.

As for the next one, it's a good chance PR may be dead.

    RIP PR!

You can have a feel on when is the next update expected looking at the http://www.seocompany.ca/pagerank/page-rank-update-list.html (historic pagerank updates, sorry no live links).

You can also get a rough guess for the actual value of the PR (without counting on google to update their servers) if you look at http://www.sciencebits.com/GooglePR (it is a Google page rank estimate which bases it results on backlinks, site's site, etc.)

First, remember that the PR updates we see in the toolbar are a snapshot of a page's ranking not a live calculation used by Google's servers. Google used to update PR on a monthly basis, but people started spending too much time and effort buying, selling and trading links based on PR. Also, I suspect updating toolbar PR consumes a great deal of processing power.

Eventually, Google started updating the PR displayed in the toolbar only every three months. This year, however, it has been much more infrequent than that. My feeling is that Google is trying to make toolbar PR updates unpredictable so that they can get web publishers over their obsesion with PR.

supposedly about every 100 days. The update should start soon. Possible delay is due to new algo, I think.

It's not really delayed. April 4 - July 4 is a quarter. It's not yet July 4th. Maybe this 4th of July Google will really give us some fireworks.

While the PR update date is accurate (as far as I know), Caryl missed a backlink update in that list, was one around April 4th. It actually wasn't until this date that all of the DC's showed the same PR from the update in Feb, so some people think this date was also a PR update, but that one was actually just an update that took 2 months to do.
