It could be fake but more likely you just aren't seeing backlinks. Use Yahoo site explorer to check for links, not Google.

    Fake PR.
    Dropped domain.
    Redirected domain.

Can you show some of these sites so we can have a closer look?

...another possibility here is that the site did have incoming links, but they got deleted and Google hasn't caught up yet with a fresh PR update.

So, why do you ask then ?
If the site is real, it could have a PR given by a technical error.
Quite often both google and yahoo don't show any links, but that doesn't mean there are no links, and you have to find them manually.
I can't give the examples for privacy policy, sorry.

I think PR depends on both you site internal Links & external link if you got some quality back links your PR ingresses!!! PR come without Back links is good for your site!!!

Search Results depends on each keyword rather that PR of website . I think that google check the links of website according to the keyword for showing results

where are you checking for backlinks? google toolbar or search doesnt show all the backlinks. you can use google webmaster tool or yahoo site explorer to see whether there are backlinks or not. it could also be the posibility that the site in question had backlinks form one or 2 high pr sites but those backlinks are now lost for whatever reason it is. in this case google will update the pr over next one or 2 pr update

Dropped domain names may have high page rank without backlinks but Google also rank domain names according to their ages. I have seen sites with about 200 back links having page 6 ranking while my soccer site that has over 6k back links is only ranked page 4.

Clearly good content will help you gain PR, no matter of your backlinks, this helps greatly. A website of mine, pure articles and good quality content was new for a year, a did practically nothing, PR0 for the whole time until I recently started to add a lot of content...the next PR update it was a PR3. No backlinks attached to it what so ever, so before any starts suggesting "fake PR" and "purchased PR" ... take other things into consideration.
