Well,Adwords could be used to promote web directories.I used them a month ago as a experiment and they worked for me fine.
I used it once. The keywords that suited me the most like web directory, link directory were expensive and didn't convert all that wonderfully. Shame.
I wouldn't call directory keywords expensive, regarding conversion not being that good i can understand that, also think it could be done correctly though and could work.
That explains the Google penalties... the only way to get to the top is to pay the BOSS. I am sure they would take your money even if you were smacked!
Seems like everyone is not thinking here. Instead of going after the most competitive phrases, why not go after ones to fill your under-performing categories? For example, instead of going after "web directories" maybe go after "advertising for gardening sites"? Sure, less people would be searching for those types of terms but your ROI would sure look better.
If the search volumes are too low, in adwords for example it wont show the ads, long tail can be good in PPC for cheaper clicks but the long tail can be too much, so that the ad never gets shown. I searched advertising for gardening sites as a broad phrase in their keyword tool for all countries and territories and it returns Not enough data. I know your phrase is just an example, but this is the problem that can be faced in PPC.
You put more effort into my example than I did. lol My point is to think about different ways to promote your directories. Not every submitter will be searching for "web directory". Too often directory owners forget that "professional webmasters" who are familiar with the term directory are only a small subset of the total number of site owners. It's been my experience that the most informative websites are owned by hobbyists and educators who only have a vague understanding of SEO and gaining backlinks and would therefore never search for "web directory". p.s. Of course I used a simple example, why should I give away all of my secrets?
i actually have found myself never Googling to find good directories. I either search to see where my competitors have listed their sites and also have a list of top directories that I usually submit my sites too.
Quite simple. Because long tail keywords are easy to rank for naturally, which makes Adwords a totally different story. Killing two or more birds with one stone, me thinks.

Web directory is a reasonable keyword. Many submitters will use it It only takes less than an hour to discover the price after a few clicks....
