I see plenty of low pr sites constantly outranking high pr sites for any industry, but links from high pr (7+) definately do give you jumps in the serps.

Especially after the recent G changes my PR5 site is lagging behind PR3 sites for a particular search phrase. My titles, anchor text and the no of BLs is at least as good or better than the other sites

Sometimes PR does affect rankings.. hence people are buy text links with high PR..
but PR0 can rank high as well here's the proof check kw = buy rimonabant in google you can find these www.buyrimonabant.co.uk on #1 with PR0 and just 20 days old website..
so there's big debate on PR ... that does it affect rankings.. or not

Thats what i mean to say as well.. Its better to get bulk theme based links of low PR than going for few high PR links..
