I remember something about this before. I don't think it was as easy as this. Ill try and find the information and tell you if it works or not. But I think there were exclusions from what I remember

 

Mass pay facility is there for bulk payments i.e. affiliates who pay to several people at the same time....

If paypal finds its mis-use or over use, it may withdraw this facility altogether...
Hence, I would request people not to over do using it...for long lasting benefit of all.

Misuse of the facility can easily lead it to being withdrawn.

 

Yes the technique is legal and is used by domainers and affiliates to make payments.The only drawback that i see is that there is no buyer protection. So PayPal will not intervene if there is a dispute with the seller.

I think both..There is no need to use this trick If you receive the money via personal account

 

I thought they charge more fees when you try to withdraw when using that
