What would it take to build a website like this...

    Just the general layout and the ability for ONLY ME to post content on the site. I don't need the general population to post content so there doesn't need to be an auto content submission script or anything of the sort.

    What's the best way to go about doing this?

    HTML/CSS/PHP/mySQL/Javascript knowledge would be needed, if you were to do any of the functionality of it. ebaums has been around for a long time, so it would take a lot of work to create something comparable.

    Look into a CMS like Drupal, Wordpress, or Joomla and hire a designer that will suit your needs.

    You'd be lucky to get it done properly for $10k with a nice design. Probably can be done for that price without too many bells and whistles with Drupal

    with all of the functionality built into that site, I'd still give a very ballpark estimate at a few thousand
