No registration process in not stop but they made a fullstop to free hosted blogs which contains few posts or a craps junk material . In last few month Google closed to many accounts because of self clicking and other bad methods . Now they was to approve a smart publishers only .

May some other reasons also be there, As i have heard that google is not approving any adsense account applied from India. So in this case majority of Indians are facing trouble... Just check this point too and let me know is it really happening ? not really just review back again your application and the website you are using, it might violently against TOS
Not necessary it must be 6 months. If Google loves your site contents, they can even approve it within 2 hours. Trust me.
google regected your site becuase its not 6 month old try to register with an old site if you have or you need to wait in the main time try to work hard on your site
