Thats what you think. Contacting them is a good option, but you have to be careful about whatever you say. Because, they will try to close their business with you. So be ready to listen, "Since Paypal does not feel secure continuing business with you, its better for both of us to close the business relationship". AND, they will still hold your money for 6 months. Don't even say words like LEGAL, Lawsuit, Close business, dieng without my money, etc. Paypal will definitely try to shutdown doors. So, warn them that you will be contacting agencies and companies that Paypal is being unethical and not being accountable to their customers/business partners.
I really don't wish to write a thesis of DOs and DONTs because this is all legal game and Paypal is a mature entity. They know how to play the game better than anyone. So whatever you do, don't be unprofessional or abusive. Be Professional.

And all those who are hugging paypal, I don't think there is any use of convincing you how evil is paypal. And I don't think its even worth wasting my time doing that. Just wait my friend. Keep good amount of money in your account. And I will see you crying here sooner or later.

    Regards,
    Andy.

Thanks so very much for the detailed insight. I have just sent them a fax with my bank statement which will, apart from serving as my address proof' also contains the email I use with `Paypal'. As far as I can guess, they do not bother to look into `scanned' documents, sent as email attachments through their resolution center form.

All other requests had been sorted out long back, like by `health papers' (address proof), utility bills (address proof), changing password and secret question (proof that it was me who responded to their query). I had checked some other sites too, and will do it again. Thanks once again. :)

    Hi parsibagan,

Its true, Paypal doesn't give a crack to papers. They just ask for those papers so that you can't open a new account. BUT sending those documents is in your favor. Thats the only way you can prove you did what paypal asked you to do. However, check those sites which say they suck (I hope you know what I mean), and see the success stories. You will find a lot of information how to reverse-slap them and get your money. The bottom line is, dont keep more than a couple of hundred $$ in your account. You never know how far they can bug you.
I run into trouble sometimes while making payments because of keeping low balance in my pp account, but thats ok, I can bear the small troubles to avoid the bigger one. I rather go ahead and do a western union or Wire transfer.
Glad to know that I was of some help to you.

By the way, how much money you got stuck in ur pp account?

    Regards,
    Andy.

It's just $1.95 which paypal has refunded after verifying my credit card. I had done business worth $38 with a new client about 7 months back and that entire amount has been refunded back to him nearly 6 months ago when my problems with paypal started. That amount remains an inapproachable dream for me :(

    Warm Regards,
    Parsi

I just received an email from them. It seems to be a computer generated email and the whole thing is disgusting. The money that I mentioned above has already been refunded to the buyer and my account was put on hold for 180 days. Next I get an email from them that though my account is limited, I can withdraw funds. Now after sending them a `fax' of my bank statement, this is the email I receive.

What route should I take now? Thanks in advance for the help

Hmmm .. nothing like me getting my $7200 stuck in my pp account over an year ago. ok here are the options:

1). Why do you want your account re-instated? Reasons ..
You still wish to use your account for business purposes.
You think that you will still get those $38.
You feel since you are not guilty, pp should re-instate your account.

If you still wish to use your PP account, what guaranttees that this wont happen again and PP won't put your account on hold in future?
The $38 are NOT going to come back to your pocket since that money has already been refunded to the person who paid. Did you try to contact that person and did you tell him that something went wrong with your pp account and the money was refunded? If you did contact, did that guy agreed to pay you? If no, forget that money. You won't get it unless you pull pp to court. The third option is for stuburn people like me, who feel the burn when someone accuses me of 'being on the wrong side' when I'm not. In that case, it does not matter if it is $1.50 or if it is $7200. I will fight back like a mad bull and break some legs to prove that I'm clean.

    2). What you can do?
Wait for them to re-instate your account after 180 days are over.
Fight back and follow what others have done to re-instate their account before the 180 days get over.
    Stop using paypal completely.

In number 2, there is one easy way and there is a hard way to get what you want. Easy way is that just sit quitely and wait for 180 days. This is good if you want to use your pp account in future, but as I said, there is no guaranttee that this wont happen again. PP can put another hold in future. Hard Way: Fight back and fight back as if no one else did before. Follow the guidelines on those sites. Follow the success stories of others, waste your time and burn your brain cells like I did. Third way out is just show them ur middle finger and say a final goodbye.

You should ask yourself what you wish to do. I can understand how it feels when you are not on the wrong side but still you are accused of something you didnt do.

    Regards,
    Andy.

I've already kissed goodbye to that 38 dollars, but without Paypal there are no other means left for me to accept money in India. Unless and until there are other means I have no choice left. Since a single article involves sums as low as 4 to 6 dollars, the few other options too are unfeasible. :(

So, we are left with the only option to wait or the tough way out .. fight back.
When is the 180 days hold going to end? I believe, it should be near ending.
actually, there is another way out. You dont have to wait .. just use some other name (may be someone from your family). it doesn't matter if the address is same. open a new account. Advicing you to do this since i did same.
    Regards.

Wrong! They can't do that unless you have scammed someone OR within those 180 days hold, one of your buyers ask for a refund. Technically, they hold your money for 180 days so that if any of your buyers ask for a refund within those 180 days, they can pay the refund through your balance.
If you have been doing your business ethically, all they can do is put a hold on your account for 180 days and then allow you to withdraw your money. They may close your account after that which is a different story.
