Yeah, those are good. Post on forums in link exchange sections, try to get higher PR backlinks. Submit to directories with automated directory submission services like easysubmits.com, post content to social networking places like digg, reddit, propeller, delicious. If you have some budget, inlinks would do the trick the fastest way.
There are also some places you can pay a small fee (less than $20) and have your link placed on sites with good PR, which in my experience is worth it if you want to just build PR.
PR as page rank is equivalent to the number and the quality of the links to your site. (that is something that has the most effect on PR) So the answer to your question is - Get more links from sites that have PR more than 0 and wait till the next update...
