That's a lot of work to do and not win. I am not sure how many people will enter because of it. You may want to commission someone instead of running a contest. You'll probably get better quality stuff. However, I might enter. My sister and I are good with flash, and quite fast, but I wouldn't put a lot of time into making it look nice not knowing if I was getting paid. I totally understand where you're coming from, though, it's nice to have choices. So best of luck either way!
