How the link exchange is best.

2. Show all types Blogroll

The first scenario would be better. If you post everyone's link in your blogroll you are linking to that site on every page of your blog. That could have a couple negative effects:
-dilluting the theme of your content (if it's not completely related to your niche) -bleeding your 'link juice'. Each page has a certain amount of link juice to pass onto pages it links to. You would be giving extra link juice to that link partner instead of using it to help your own blogposts.

Link exchanging isn't the most effective marketing strategy though. It used to help a lot more, but these days it takes a lot of time to find appropriate link partners. Most of the time you end up helping the other website more than it helps you.

You should look into some other strategies such as article submissions and squidoo pages.

Option1 is the best in my opinion. I think you should go that route if you ask me..

 

Links exchange is better if do it with relevent and from the index page(top position) . But as said in 1 and 2 is not good. Links like related site or our partners etc is best alwasy
