I am thinking of starting a freebie website / incentive website. Anyone have any recommendations for affiliate networks are fine with incentive traffic?

We do allow incentive traffic under certain condition depending on the nature of your site and whether you're using a pre-written script to power your program.
it depends on how you wanna do it blackhat or whitehat do check out properly before you make any decision ask your affiliate managers i personally like millnic media for incentive offers
I think neverblue and clickboth also contains few incentive offers but depends on Geo targeted traffics . I have seen few in neverblue but didn't used them till yet .

If I understand your question ... couldn't you obtain a list from a google search? Now I'm not 'up' on all the ins-and-outs of affiliate networks, but even though it's a freebie/incentive website, wouldn't you still need a company like Commission Junction for third-party-tracking?
