    You would need a:

Website properly designed, appropriate sales letter, put a high commission like 60-75% so that it is attractive to the affiliates.

I have to note, you need to put a lot of effort on the page and the sales letter, that's what sells the product, and have a quality ebook in order to not have many refunds. You website is what usually makes the user decide to purchase your product. In so many cases it can be seen, that websites with great sales pages and average ebooks sell much better than websites with crappy sales pages and great ebooks

Put some affiliate resources, banners, ppc keywords, landing pages etc.

You can do whatever you're capable of doing yourself. Meaning if you can do write the ebook yourself, than do that yourself, and pay someone to do what you're not capable of doing yourself like the web design and sales letter

Since you mentioned you have around 1500$ to spend. You can simply go to elance , and get your ebook + website + sales letter done for that much.
However you have to be careful who you choose to do this since not everyone does a good job.

First off, you need to write the ebook using PDF editor, you can just use MS word, and then export it if you want to.

You will need a website, you will need get a host or a server, and a nice domain name!

    Price:

Website - About 50 bucks for a year
Advertisement - depends, if you wanna make sells, you'll have to spend at leas 500 dollars to test!
Copyrighting - about 85 dollars, also depends on the company

Tips, copy ideas from other websites that sell a lot of ebooks!

you have to attract the people, the most important thing you need!

Depends on the page, I think you can find something for 150-200$ without a sales letter, just the page

Depends on what you want on the page
    - copywriting costs anything from $10 to $50 a page
    - website design can be free if you use templates, but I recommend you hire a designer, $100 would be reasonable
    - SEO cost money too, take that into account

    You can:

    - Buy a product that someone else has already built and put in the effort. As mentioned, make sure the sales page is a killer.

    - Build your own. You need the idea, write it yourself or hire someone. If you hire someone you should have a pretty decent outline for them of what you want to write about and what you want to accomplish. If you hire someone from elance (a great idea) make sure English is NOT their second language. That always shows if it is and can really detract from the overall quality of the work.

    - Whoever writes the product can, and best if they do, write the sales page as they are most familiar with the content.

Turning the sales page into a web page should not be hard. Any decent programmer can do it pretty quickly. For a product like an ebook you are looking at a 1-3 or 4 page site (front page, contact us, support, T&C). About $100 max should be enough to get the site built. If you know HTML, and use a graphical editor like Frontpage or Dreamweaver you can create one in a snap.

Make sure to price it according to other similar products on CB.

    Best of luck!

Oh, one other thing. As veo7 mentioned, if you're creating an ebook you really want it to be in PDF, as that is now the ebook standard. You can use a PDF editor/creator like the one here, http://www.auctionpromotiontools.com/ewriterpro/index.htm. This is a nice tool, flexible and can offer some cool features. or you can use MS Word, and a PDF creator which you install on your system. You can find some nice PDF creator tools for free. doPDF is a good one. PDF Quick Converter Pro is another.

If you are making PDF by far the easiest way is Open Office. Its free
its like MS Word but when you export it to PDF it works perfectly. And
again its free. So use that.

But while we are on the subject how much would it cost to get an ebook written
    from or somewhere similar.
