Is Google treating with PR monthly now?

'Cause my site went down again TODAY, after going up for New Years.
In fact, in the last 4 MONTHS, my site has gone from 2 to 5 to 2 to 3 to 2.

    Wtf?

Is pagerank just with Google or is that across all search engines?

I think Google is trying to confuse webmasters, especially ones who rely on selling their PR by adjust PR several times a year instead of 2-3 months cycle like before.

I don't mind a low PR, but when you get a link exchange with a PR6 and the webmaster writes you a no-can-do because your PR dropped from 3 to 2, then I'm pissed.
I already lost a valuable link from another PR6 cause my PR dropped from 5 to 2

One of my blogs changed from "gray barred" to PR0 about 4 days after going live. Do you need a general update for that to happen?

it might just be different datacentres that your connecting to.

You mite want to check an online tool to see what each datacentre is returning.

A great list of sites can be found here. www.pagerank.com.au
