Is it because other countries are stealing diamonds from their country ? because its not the african countries which are benefitting from the diamond trade. diamonds are being smuggled out from africa...
If I understand correct, you meam people from other country are mining diamonds in Africa and bringing it back to their country ? Then why Africa allowed this ? Instead, why not find a way to earn money into their country and stop taking help from countries like US, UK etc.

Africa has many valuable natural resources, unfortunately the money goes to foreign companies that exploit them and corrupt governments.
Natural resources has got little to do with development. It is the human resource that counts. See for example Japan, with meager natural resources what they have done with human resource.
