No problem for submitting and will not harm to the site. Also many SE not crawling automatically( not the famous like google, yahoo, live etc they will find any new site in short period). So submitting is good and even google recomenting to submit the URL and can see the button for submitting in the toolbar itsself
It's a waste of time. Search engine submission is dead. Unless, you are going to submit it to niche search engines.
