If You and your friend do not want to provide your services (web development & web programming) through a third party like elance.com, guru.com or even rentacoder.com, you can set up a website where you offer those services.
The only other thing is that you have to market your site & services properly, I can assure you will not be short of jobs.

Think of it this way: if you guys are very good at what you do and you, you are not yet marketing your services, then you are doing a dis-service to people who need your services now!

 

If you are a web designer, you are better off selling your services. If you are any good and quick, you could easily make a full time living doing it.

Otherwise, find something you are interested and market it. Any ideas you are given here will be already way overdone.
