If the page is of value then both links will have some value. The value of each individual link is decreased but if both point to the same page IMO the overall value will be slightly better than just 1 link.
It's ok if the links point to different URL's. If they point to the same URL, then I have read google only looks at the first link.

That is not what I said. Only if the same URL. ie. Don't target different anchor text on the same page for the same URL.

Pagerank is distributed between all links on the page. Although external links will carry more weight.
page relevance, external links is a necessary complement and anchor text is keyword of external page,both links will have some value
nope thats untrue, it just means if you have 2 anchor texts and 1 destination URL only the first anchor keyword would be counted for google but if you have multiple anchors with multiple URL's it won't hurt...unless its a gigantic link farm. I stick to building 3 destination url's per page but that is just my preference.
Google will index them as they are. which means if the content on that page is searched it will show up with that page in Google. As for page rank if its your website and with the use of nofollow code to retain any PR from outbound links then you are fine, but if its 2 outbound links on a website of yours just use the nofollow attribute to retain link juice to help keep your PR optimal.
from what I've seen, Google will index both links but the pr boost given to each domain will be split amongst the links you've given. So say there's a PR 2 page that has your two links - depending on the number of links on that page, the boost each link would get would be split based on the number of links pointing to the same domain. So the more links you have from the same domain, the more they share the PR. Of course that's only a theory, the mechanics of Google are still up for scrutiny and debate - basically I'd say don't push your limit, two links should be fine - but try to cram a whole bunch of links from the same domain on a site, it's likely that the pr boost it recieves will be split amongst all the urls to that domain - so you'd effectively be hurting yourself by doing that - better to just put 1 link.
