Dear, Social Bookmarking Sites will have huge traffic. In fact, many people always uses and share their favorites with friends and family. If your site also get high traffic with less bounce rate, then ur site will also get Good PR. It is not a big concern. Traffic is the matter.
In this case, I guess Traffic is king. search engine will "see" that lot people are interested by this website, so automatically good PR.
Social bookmarking sites are the meeting point for all the webbies....They have all the traffic coming at them....day in and day out.... It is natural for them to maintain such good level of PR... Regards, RightMan

No you don't need a social networking site to go with a social bookmarking site. They are different types of sites. However, it probably wouldn't be a bad feature to add.
I dont think anybody understands what the heck is up with PR anymore.. and the idea that it no longer matters at all, I think is becoming the rule. Now its only about SERPS as PR becomes more of a joke than a measurement of performance.
Most of the social networking sites features social bookmarking. Bcoz, it is the faster way to share favorites in the network. And also, personal blogs. It is better to add the feature of Bookmarking.
Social bookmarking sites provide a value to people who like to link to things. So, they get links by default. Also, some people put their social bookmarking stuff on their blogs, like technorati or delicous or digg or stumbleupon. That keeps their link juice flowing.
