I don't think its about how many, its more about how quickly you get a certain amount...I'm not exactly sure how it works though, so don't quote me on that!
The Digg first page is not just the number of diggs and the time, it is alot of factors.... But I guess that if you were just strictly trying to reach page 1 by manipulating the results, then you could just get alot of people to digg your submission in a short period of time.... But to achieve the 1st page of Digg naturally, you just need to submit a good URL and write a catchy title and description!
You got to write a very good piece of article that genuinely interests other people to make them digg your submission....unless of course, you have lots of contacts which follow into digging your article on a regular basis. Regards, RightMan

I will go with speed and quality..if the quality of content is not good and you digg then no hope to be on first page...
