    Can anybody tell me which of these banks offer vcc facilities and also the ability to transfer funds from the bank account to paypal account...

    Canara Bank
    Union Bank of India
    HDFC Bank
    ICICI Bank
    ING VYSYA Bank
    UTI Bank *** STILL IT DOES NOT WORK *** CALL Your BANK AND ASK!

    As far as i know HDFC offer vcc (don't know about other banks) though you can't transfer funds from any indian bank account to paypal account.

    And btw UTI Bank is now called AXIS BANK ;)

    You can pay someone through indian credit card linked with your paypal.

    You need to add that card and verify it.
    Then you'll be able to transfer funds into your PayPal account from Credit Card.
    And, as don said, only HDFC Netbanking allows you to generate VCC (They Call it NetSafe Cards) but, you won;t be able to verify PayPal with that.

    U can check website of other banks n confirm about them
