Someone decided that the entire school district in your town needs firefox on every computer. They use the link on your site and install it on over 300 computers. You get credited for $1 for each computer, totalling $300. What do you do?
you probably get banned because all they all came from the same IP, and/or same geographic location.. Maybe i'm just paranoid, but it would not be worth $300 to me..
Sounds like someone who is in charge of computers in a district decided to upgrade all of them to firefox, using his referral id. Think google will not pay.

Just one question: Would Firefox with Toolbar be installed without the google payment? If yes, I would try to talk to Google before installing Firefox, maybe they donate the $300 to the school district.

The whole purpose of Google's partnership (i.e. swallowing up of) Firefox/Mozilla is to undermine Microsoft's IE Browser dominance. They could care less about giving away $1 for each install. They would probably give away more if they weren't 100% sure there are plenty of webmasters who will anxiously slap "Download Firefox!" buttons everywhere for the $1 they're offering.
You should also try and get the school district to use a search portal made by you. I made one (http://www.technobound.com/). Assuming you talk to google about it and make sure they won't ban you for all the searches from the same IP range, you could make a lot. PS: I don't make anything from mine, because I haven't bothered to get schools to adopt it. Theres not much money in it unless you get a HUGE volume of searches, and IMO it's easy to make money from content based ads.
