Does that mean that the normal fast and shorter route of using blogspots are no longer valid and effective?

Yeah! they will do accept .com & .info

I noticed that New Applicants must have their site on High TLD's along with 6 months old.

May be if Google can maintain publishers aproval than we can see little increase in earnings too . 4 years back no one was aware of such thing but now every child has his own blog and blogspot and other networks with adsense account  .

It's advice to follow the Google Webmaster Guidelines too. It's about Quality, technical, content and design of a website. This apply to current publishers and for new applicants, this guideline may help you too. Honestly, it's quite complicated to fulfill all these requirement.

What is your issue? Making quality original content?

    No. Nobody reads those anyway.

I didn't know about these standards. Guess I'm still living in 2007 ish? Also guess I can delete most of their help emails...

I mean the standard of substantial content and six months old.
