toolbar page rank doesn't have any direct corelation with SERP ranking. if you want to get ranked high for your keywords, then do proper on-page optimization and keep building backlinks with anchor text

this is so not true. granted its not a simple direct relationship, but to state they are unrelated shows a deep lack of understanding. I would suggest you do some research. it would be really nice if everyone could stop just repeating everything they see other people write.
this is not really true either. although lower PR sites can outrank higher PR sites there are a general set of "rules". you rarely see a PR1 site outrank a PR5 site. if the whole first page of your SERP is PR4 - 6, you wont be getting too involved until you're minimum 2 or 3. the relationship may not be simple enough that you can easily see it from looking, especially with the misinformation fed through the toolbar, random changing readings etc, grey bar effect, but theres' a relationship there alright.
try blogging first then learn SEO. Learn it slowly but surely, make sure when you learn it, SEO is still alive!
