Asserting that there was an failure of intelligence does not equate to a majority of intelligence officials being high school dropouts. Being a high school dropout does not equate to being a moron either. I would say it was a perfect storm of morons but my guess is that most of them were appointees and held a bit higher position than intelligence officer.
