I have heard that at least 10 to 20 good PR backlinks. But I do not know if this is true. Content and SEO is still important and you can get PR without backlinks. Frequent content. Well writtem with good keyword and header tags. That had been my experience but SEO is not my speciality.
Acctually, it depends on the link quality and PR and total of outgoing links on the linking page along with page being relevant.. So you can't ever guess
There is no particular number of BL you need before your PR increase, but it depend on the qualities and relevant BL you have.
It's not the number of backlinks the site has but also the quality of the backlinks. It's easy to get high pagerank with just a few backlinks from PR5,PR7, ... sites.
It has to do with the quality of back links rather than the number of back links but I'm not saying that a lot of back links wouldn't help your site. No one really knows how many back links is needed to increase pr because even the top dog in the industry doesn't really know about this.

Yes. Good quality content is still the best way to get PR. Plus quality content will get backlinks naturally from interested sites. But I still believe that 20 or so good quality backlinks will do the trick. My clients have testified to this just from my article submission to 20 or less article databases. So I am basing my statement on that.

I think it's very misleading to connect and relate between those two. Take for example, certain inner pages which was created without any backlink can actually be assign a PR as well, that means with a ranking even higher than the homepage.
Including SEO Strategy implementing, you can get 20-30 quality backlinks with pr 3 and plus and somewhat authority site backlinks and in my view you will achieve atleast pr 4...........definately!
