That would depend on many factors such as what product do you promote, what keyword do you use, how big your budget etc. That would be a million dollar question
As far as I know, you are not allowed to promote a blog on google adwords merely to earn from adsense. There was a nice period when this nice arbitrage technique was allowed but we can't do this anymore.
