I am trying to rank high in other countries on google and other search engines. To do this I think I need to get many good backlinks from sites of that particular country. So I was wondering if anyone new of free web directories based in other countries. For example, Australia, Africa, Germany, China?

Sounds like that was a mistake made by the medical team of Chongqing who accidentally took all your links in their kit to Papau and forgot to bring them back. This link may help you to understand how the problem occured.
There are lists but try kostenlose Web-Verzeichnis in search engines for germany Actually what ive done in the past is go to http://translate.google.com/translate_t# type in free web directory, translate to the desired language, search in google and yahoo and google, yahoo for the country also, so google.de, google.es etc and you will find tons. Better now that google added more countries to the translation. Make sure you have a reason for targetting those visitors.
