I would think the best bet would be no, but if you have a registration number in each country, you may be ok. i.e. social security number and whatever the other country has. I would suggest looking over the terms of service to be sure about this.

From the functionality standpoint you don't need separate accounts: Google optimizes the ads based on the user and the website, not on your country. So the only reason for multiple accounts would be billing issues if you don't trust the channel tracking.
I guess this guy doesn't need country related ads. They need to be billed at two country. Normally the multiple acct is violate the TOS. but in this case please email and ask tem for sure.
Thats doesnt matter and its something that I am going through right now after leaving the states. You can only have one account for the country you reside in, thats if Adsense is available for that country.
by using LLC corporations you can have multiple accounts, approx $150 to register in delaware. Only requires one director & you don't have to be a resident of USA.
