    I dont know how to report such people.

    I am not talking about the amount each paypal user withdraw.I am sure they would give details on that. But who has sent the money in the first place to these paypal accounts. That is the key information that would be missing.

    They can track the money back till "a single" paypal account but then there is the mess within paypal.That would explain the problems with shipping address and the rest.
