You should always report sites that violate the Adsense TOS
A lot of digital point members turn a blind eye to people that are clearly violating the TOS of adsense by not reporting them to google. Some people are afraid of "snitching" and others are just lazy. You should always report adsense violations to google simply because it means more money for you in the long run if you are running a legitimate website. The more Adsense fraud the less Adwords advertisers can spend per ad and the less money you earn from adsense. People that violate the Adsense TOS are not only stealing from Google but from you as an Adsense Publisher.

I agree ...
Alot of people cheat it and the rest of us get a bad name.. i shouldn't say "rest of us" as ive only been using it for 3 days lol. I will be buying adds shortly but dont want to as i know alot of people cheat the system, scripts that pay you to click banners on every second site, its going to be hard to find a good sites that have traffic i can purchase. but yes people should make an effort to report the cheaters

ultimately, google still manages to track the cheaters down, but i'm unsure if the advertising fees adword publishers pay will be returned for fraudant clicks

You get your money back for fraudulent clicks. I agree with the OP though.

Well said...i also think people should report down so that those cheaters can be tracked and all other genuine webmasters can earn the amount which is wasted due to these TOS violators

Whenever I come across websites suggesting the users to click the ads, I will just report them. If we allow them to continue with what they are doing, they could harm and destroy the search engine market. These people are the one causing losses both to advertisers and publishers.

absolutely OP, I have been long campaigning people to start and stand up for themselves, Legitimate business models such as ours struggle these past 2 years cause of the Adsense strictness and lowering of per clicks, the major factors of this can be attributed to the worsening numbers of frauds and those who are trying to game the system.

google has extensive fraud detection technology and over time they will get most of the violators anyways. not that i'm lazy or "afraid" of being a snitch (not sure whats there to be afraid of), i just dont like to be a snitch. its not good for the soul
