i sent all the document wich paypal wants me.but they sent me same email .i didnt do any illegal problems.when i called them they said me same words all the time.maybe when i call paypal which depertmant or person do am i contact for my reopen my account paypal send me this e-mail : We understand risk is inherent in doing business. With that, basically there is nothing you can do. It may be that you are not doing anything illegal but they are not comfortable with the activities you are engaging in or the people you are dealing with. Did you receive disputes and chargebacks when you are with paypal ? Is this a personal or premier account ? What products or services are you engaging in ? Do you provide invoices for your products or services ?
my acc is primer(2 years) and i didnt hase any dispute or chargeback.im selling itunes gift cards via ebay and after that they investigate my account.im sending the card numbers via email so i couldnt use invoice but i sent the email screns to paypal and i have a friend with my stiation he reopened his account but i couldnt contact him know i may think he talked with a high person in paypal when i called im talking to agent and supervisor , and they didnt say they record my calls who can i expain this stiation in paypal , remember i dont take any disputes
Ah, probably that's your problem. Gift Cards sales is prohibited by Paypal if you do not have a license and explicit permission from paypal to do so. i didnt buy this cards , i bought it via my Supplier .bacause of my ebay account he give it to me.i want to say it to paypal but i couldnt tell them what can i do ? my friend reopened his account so accounts will be reopen but i couldnt find anyone to talk about my problem
i don't remember exactly, but u will be able to transfer your funds to your bank account after six month.. if they didn't close your PayPal completely

Often they carry out a credit check on you, which is why they may choose to end their business relationship with you. Or, your transactions are to high risk (high end items, lot of complaints, etc.)
eedy, thanks for interested but I don't have licence for itunes gift cards because I am not the one who puchased it from apple directly. I met a guy on r10.net, which is a webmater community forum, and sold the licences though that guy with a small commussion, I didn't know it wasn't allowed to sell them. I have the info of the supplier and I am the injured party in this deal. I wonder which department I must deal with on paypal about this problem because as I said I am the only injured party here. since I am just a broker and middleman between parties Thanks for replies and your time I'm waiting to your response
See, normally when you get this mail means that you have received funds from suspicious persons and selling bad stuff, tell paypal what exactly you sold and give them the item stuff with the PP Transaction number, I hope they remove it, if they don't, you got only 2 options: 1) Send all buyers a refund 2) Cashout after 6 months I know both options suck, try your luck
LeXMaS i think your done from paypal as paypal said they are not comfortable with you... so there is nothing you can do... why you did not read there TOS before doing this business? so now the only way you can reopen your paypal account by sending the proper documents and license for selling gift cards... or else you will have to move on.... if your friend reopen his account then why dont you just ask your friend how he did that? and if he reopen his account only by sending the documents asked by paypal, then paypal somehow seems to like him.... but i will suggest you to give one last try by trying to contant them again by email and by phone as well... but i dont think they will reopen your account as the already decided about your account.... so its like you are done from paypal forever.... there are lots of things that paypal do not allow on there service.... almost 90% people do not read the TOS, rules and regulations etc and so later they have to pay for it when there accounts get suspended.... so now i will give you a better suggestion.... if all else fail then you can still be able to open a new account on your parents name and start to do business.... but remember this time dont sell anything that is not allowed by PayPal....
