Google will use localized results for the user of the engine where possible. if the user is in France then they will look for French results. Google uses anyway geotargeting (and other largest SEs as well). English SERPs are different depending on searchers location. ccTLD and local hosting does matter. Try out Google.com, Google.co.uk, Google.ie, Google.ca, Google.co.in and Google.co.nz for example.
