ERUSALEM (CNN) -- Video shows an Israeli soldier firing a rubber bullet at a handcuffed, blindfolded Palestinian man this month in the West Bank, an Israeli human rights group said Sunday.

Israel's military said it is investigating the July 7 incident, which, according to the military and the rights group, left the Palestinian with a wounded toe.

The video shows Ashraf Abu Rahma, 27, being held at the arm by an Israeli soldier while another soldier points a gun at Abu Rahma's legs from close range, according to human rights group B'Tselem. The group said Abu Rahma was detained after protesting in Nil'in, a West Bank village near Ramallah.

The soldier pointing the gun fires, and Abu Rahma flinches, but it's unclear from the video where the man was shot.

Both the Israel Defense Forces and B'Tselem said Abu Rahma was wounded in a toe and was treated by an IDF doctor before being sent home.

"The injury was sustained when an IDF soldier fired an anti-riot weapon in close proximity to the detained Palestinian man, who had been arrested for taking part in a violent riot near the village of Nil'in," IDF said in a statement Sunday.

B'Tselem said a 14-year-old Palestinian girl from Nil'in recorded the incident from her house. B'Tselem published the video on the Internet on Sunday and showed it to the Israeli military.

Brig. Gen. Avichia Mendelbilt ordered a military police investigation into the incident upon receiving the footage, the IDF's statement said.

"This was a serious incident in stark violation of the IDF's rules of conduct and safety," the statement said.

However, IDF spokeswoman Avital Leibovitch stressed that the military questions the credibility of the video. The footage stops right after the gunfire is heard and picks up again with Abu Rahma laying on the ground. source

Shooting a bound man, even with a rubber bullet, is simply wrong. It is good to see it was caught on film, and when confronted with the video it is good to hear the IDF say that "This was a serious incident in stark violation of the IDF's rules of conduct and safety"

Hopefully, the guilty soldiers will be properly disciplined.

God bless B'Tselem. They have distributed hundreds of digital cams to Palestinians so that their abuse can be recorded and shown to the world.

Yeah it's pretty cool that their own people are willing to point out their own failings. It would be nice if every society had Israel's moral code, the world would be a better place.

Israel's moral code implies that the strong can oppress the weak and occupy their lands and destroy their lives. There are a few good individuals there, who know what is happening is wrong, and they have the courage to fight against israel's apartheid government so that Palestinians can get equal rights.

They had better have a good human rights record because plenty of watch groups have a close eye on them. They don't need stuff like this or this happening anymore..

Because if the overall worldview changes for them they know they will get less support, which translates into less free $$$$ for them.

Not actually, from what I have read, at least the IDF is investigating the incident which happened to a Palestinian, I doubt very much that any Arab nations will investigate if this happen to a Jew. I guess the Jew would be dead by now.

Have you ever seen or read about any Jews being killed in Arab countries? Palestinians are dying everyday.

This matter is being "investigated" only because it was caught on film.

It doesn't matter what Israel does, good or bad, some people will always hate them.

That is why when it comes to national security and defending its people, Israel does not give a shit what anyone says, nor should they.

Why don't people hate Switzerland? Why only israel?

It is because israel was built on the blood and bones of Palestinians. Until Palestinians get justice, based on equality, israel will never have peace. Egyptian and Jordanian governments sold out their brothers in Palestine when they signed the peace deals. And they're getting Billions of dollars from US government every year for signing this deal. It explains everything.

There is a really easy way to have peace... http://en.wikipedia.org/wiki/Ethic_of_reciprocity

So you are opposed the the peace that has existed between Israel and Jordan and Israel and Egypt?

And you live where to judge those peace deals? It seems your hatred runs deep, I pity the society you live in.

You have made great views once again. I guess the view changes depending on which side of the fence a person is standing on. The one thing that we agree on is the bloodshed is deep.

    Why not post the story????

That soldier got arrested. and it was a rubber bullet.

I dont say that what that soldier did was good, but do you have any idea how annoying it is to keep up with those palestinias throwing rocks to you???

If an arab did that to a Israeli he would probably kill him, and be praised as a hero.

If that palestinian stayed home he wouldnt get in this trouble, its his own fault, he should have expected something like that too happend.

and a bullet in his leg is nothing compared to rockets that fall on Shderot everytime.

Does it make it k to throw rocks everyday on the soldiers? a rubber bullet in your leg wont kill you, but rocks can.

Israelis and Palestinians regularly gather in Palestinian villages to jointly protest against the apartheid regime's land-grab and immoral occupation of Palestinian lands. I believe that is a right that no one can take from them.

    Saffa - Palestine - Protest

Beit Likia - Palestine - Protest

    Palestine Protest in Anaheim

    Zbuba - Palestine - Protest

Christian Palestinian Anti Wall Protest on Good Friday

Budrus - Palestine - Protest Stop The Wall

I am really very proud of the Palestinians. They are determined to survive. They will, God willing, get their homeland one day... People working with B'tselem are very good people, people of conscious. God bless them.

Of course not. But does the palestinians throwing rocks make shooting a prisoner in the leg with a rubber bullet OK? Because that's what you seem to be arguing

    I don't think I understand,
You mean if is ok that the unruly Palestinian throw stones over the soldiers or that the Israeli soldier shot rubber bullet next to his leg?

I think both sides behave stupidly, tho a stone can kill, a rubber bullet can't.

So the good news are that this soldier is arrested now, the Palestinian stoner was 1 day arrested as well and released to his home.

The bad news is that probably the soldier will get released as well sooner or later since that's just a rubber bullet, but I think both should be on jail, period.
