it's common sense, and you are right. sorry i have never heard the official banned email from Google before.
I believe my homepage was penalized at the beginning of the year, displaying a PR1, but not gray or 0. While inside pages in same domain showed 3, 4, etc. Now the penalty is removed, and I think it got penalized for having hidden text (bad mistake). Now it's back to PR 5 and appearing at the top of the searches. Never got an email but I don't have an email address in the formats set forth above. Keep it clean. G is watching. Go to Google web master tools and check whether if you banned it will be noticed at there.If before google index your site it's search engine so you can check it by easily type your domain name at search bar.. But many of web masters think after they submit their site to google and the result is late, they think the site got banned from Google when it's not appear at the search.But you should give at least 3 weeks for index your site in Google search engine first time.My site took 2 weeks to index As I said above it's better to use google web master tools instead of use auto submitters to Google. because google is the main stream that brings visitors to a site.
I had a site that seemed to be penalised... we had a page for each city we operated in - I thought that would be kosher. There was very little competition for the keywords, and the site was of a professional standard, but it never got beyond number 300...(I stopped counting after that) in Google. If we searched for the exact domain in Google it showed, otherwise it may as well have been invisible. Never got any email from Google... and their customer relations team are normally so helpful...
