8tt.org is a free web hosting website which runs the Layered Panel system. It currently boasts 17,853 members and is getting between 90-150 new members per day! I have signed up for the Layered Panel tech support (which has about a month left) and they have been very helpful in fixing anything that goes wrong with the website. It features a backend which you can use to create, delete, and manage all users. Maintenance is very minimal since you'll have tech support but it is suggested that you'll spend 15-30 minutes a day responding to users and doing routinue tasks.

Abuse rate is very low since all members have been double verified. Sign up is a two step process. You enter your basic information, we email you to verify your email address, then you continue the process.

It also has a forum with about 200 members. It is at PR3 at the moment but I added a small text link back to the main page on all the users pages for SEO purposes and I expect that it'll hit PR5 at the next Pagerank update.

This site can earn major revenue by inserting advertising on the users pages. I have not had very much time to monitize this site but with 1,775,136 Pageviews/month, I know someone with time can surely do this. Not only can you put ads on your users pages, you can sell upgraded hosting (which I've made $300-400/month doing) through HostGator. This website has been accepted into Text-Link-Ads but, also, I haven't had enough time to get that going.
