You mean, someone who will review your web? Not sure whether some list of such blogs exists, but I have seen people offering it in Buy/Sell/Exchange part of this forum in exchange for a link or so. Generallly, if you have a good web serving particular niche, just find out blog owners from that niche and they might be often more than happy to review it for you I would think.
