It's a mystery to me to, it only takes one bank account in a country to spread the cash. Probably its about taxes on money transfer to this countries.

Probably not in a few years. Poland is for 2 years in EU and still we can't receive money via PayPal.

    I think it's for 2 reasons:

    1. Fraud, I get the impression that Romania has a lot more internet fraud than other countries.
    2. Money, I don't think Eastern European are particularly big money clients as compared to US/Western Europe.

I don't think it has anything to joining the EU, seeing as that's just a political stance and doesn't reflect Paypals business regulations.

It is annoying when I need to send money to someone from Eastern Europe. I think internet fraud is so bad in Romania though as I can't even send a Western Union money transfer to Romania from the internet.

that's really a problem, romania is considered a risky country. joining eu should help the image.

meantime i should continue to count on postal checks

Romania has PayPal a long, long time ago. Too much fraud -> no paypal..

They don't really care for such a small market, people are just now starting to learn that they can buy things with credit cards (and it is possible).

With all the stories about Paypal and its support I wouldn't use Paypal anyway. Just beeing from a "higher risk" country they would be able to refuse any payment or to refund anything even if I was 100% honest about the transaction and goods.

As for alternative payment systems, I have heared ikobo is very good. Moneybookers, maybe Moneygram..

One of the reasons for no PayPal in Romania, is a guy who was signing up PayPal users in Romania and collecting a commission. When he was stopped by eBay/PayPal for possible illicit activity he made death threats.

hmm, i would say thats exagerate, forbiding a country because higher % of fraud. i dont want to derail the discussion but :
    a) fraud is not country based, offenders are distributed more equally on the globe. maybe some countries have a higher percentage but i dont see the point in banning a country.
    b) i know "country based" offenders who did much more damage and didn't get banned from entering usa or anything else.

so im not convinced by the "to much fraud" arguments, probably is another reason.

fraud is not the answer for keepin' romania out of paypal's community. then how come moneybookers allow romania to use their system? aren't they afraid of fraud? and isn't paypal a secure system? there must be something else... the reason i think it is the number of people using internet for online transactions... paypal will lose more than they'll win...

Just like in Estonia. I thought that after they bought Skype they would change, but no, we have still 'send only' account. I hate that:mad:

that's pretty good... i'd be happy with a send only account... you can buy things you can not find in your country and sell them for a good price... is better than nothing... anyway... maybe we will be able to have send only accounts when we'll join eu, even i am not so happy romania will join eu, but that's another problem...

I'm from Romania too and I'd kill for a PayPal account, especially that I don't know anyone in an accepted PayPal country to make me an account(at least not anyone who I could trust large sums of money).
However, for you romanian guys here, have you heard anything about dotcommerce's offer?(dotcommerce.ro) I've read something like dotcommerce will allow their clients to have acces to PayPal. I've wrote them a few days ago asking what exactly that means but got no answer so far.
