osTicket is a good helpdesk. I am really suprised when seeing it's still alive. Back to few years ago, when I used it, it took long time for release updates.

For paid application, I hear good things about Supporttrio too

What would you guys recommend in terms of a software/solution that would be used for supporting clients using remote access, im, voip, as well as having the capability to generate support tickets, and calculating charges (predetermined fees) by the minute? Excuse my ignorance in this area...

AutoTask is really good but it requires you to access it from Internet Explorer which is why I moved away from it. Really powerful system with integration into QuickBooks and Kaseya.
