Hi there, CPU is shared between all accounts on the server. We don't oversell our servers, so on package PI, there would only be 3-4 VPS's per server - so essentially you would be getting 1x2.4Ghz Core.
I'm afraid we can't include cPanel for that price. We get charged $15 (Roughly £8) by the datacentre for the licence - so that is the cost we have to pass on to you. EDIT: If you opted not to take the ClientEXEC licence, we could take the cPanel cost down to $10 (Roughly £5.25).
