It shouldn't matter what region a publisher is from as we cannot determine where our website visitors are coming from... I am based in the uk but most of my traffic is from USA and various other countries. If it is only publishers signing up from those regions, are they signing up from sites that are maintained by people within those regions? or are they signing up from sites that are maintained by people in other regions? I am sure plenty of large user-generated content sites will not welcome this very much as part of their income was made by getting people to sign up to adsense to participate in revenue sharing etc
I got the mail from google some 3 hours ago stating that I have to replace the adsense referral with some thing else as it is going to be retired. I live in India. But the problem I think is global because visitors are generally spread through out the length and breadth of the world

I second that people should first link to more reliable source rather than their personal blogs.
