it's very hard and impossible to earn money without traffic and PR, try to be free web directory first and paid advertising your directory. no pay no gain!

I could say original content and/ or unique value would make a directory popular. I am still working on this one. I think the veterans might have more wisdom here. I write some quality articles and post them only once at an authority article site. I write on a blog that is a subdomain of my directory. I write there about topics I think people would find interesting- Links, directories, experiences living in Tokyo. I network with other directory owners and offer tips and advice while hoping to learn from them too. Relationships can help increase traffic. India right now. Some from forums, some from Digg, some from other social networking sites. 4. Lastly, what is the best price for a regular link submission? Something that correlates to your directory's VALUE. If you are just starting out and don't have many links, PR, or traffic, you might need to offer a lower fee. You might want to build it up to a very strong directory which would have a lot of value and thus a higher fee. A free directory is decent way to start as long as you still reject the low quality submissions. I hope I answered your questions. I still have a bunch to learn, but I thought I could give some basic tips.
1 - content is king. i shall say no more. 2 - give visitors a reason to come to your directory. they dont want to see a bare category structure, they want content. 3 - it comes out of every hole in the world if they are aware of it. 4 - perhaps you should read my article on the marketing mix. Read the section on price, it has some great advice.

Lastly, what is the best price for a regular link submission? a personal choice with all pricing, but consider, any staff, advertising, yearly costs etc and compare this to your average submission rate expected to give a estimated net figure as a starting point.

I agree that content is "king." Remember writing those english papers in high school? That is what SEO consist of. Description for example should be well written for the human eye.

You dont need to publish articles BUT......i highly recommend that you do as stated above content is king especially unique content as this WILL bring you search engine traffic
I will say unique content and lots of money on advertising initially to draw some attention to your site.
Adding articles to your directory is highly recommended as it adds value to your directory, populate it with more content and also offers visitors something useful for them to browse through and read.
