New Google AdWords: Keywords Tool
The new feature allows us to enter a website URL and let google suggest keywords based on the website content.

That feature isn't new, just the layout has changed. Unless I'm missing something?

It's new. I use this everyday. That's why I know.

Previously, there is only no option to suggest keywords based on the content of a given website URL.

Yes there was. It was could be found on a tab marked 'Site-Related Keywords'. You can see an image of it in use over two years ago in this post Keyword Research.
