Or you could create an animation in flash and then export as a .gif file as well

 

You can get a free trial for ulead gif animator. After searching for a free program, I ended up buying the ulead program. It was just so much better than the free ones out there.

Anyway the trial is 15 days and is full function so its worth checking out.

I recommend the GIMP. It's a free open source program that is the next best thing to photoshop IMHO.
