TopStyle is decent, and there is a free version.

There is nothing magical about css. It's plain text. Any text editor that offers the editing features that you want will work just fine. My personal choice is Emacs, but feel free to choose a lesser editor. :)

    cheers,

I find hand-coding to be much better. WYSIWYG editors can often produce messy code.

Topstyle kicks ass for CSS. It won't do wysiwyg but it's a great css editor.

I have used TopStyle as well, good program. Although when I gotta throw something quick together, I just use notepad with my CSS cheat sheet by my side http://www.ilovejackdaniels.com/css/css-cheat-sheet/

Dreamweaver 8 has good support for CSS as well. (they finally fixed a bunch of bugs in DW8 that made CSS a pain in the a** in DW2004)
